Beach, Parks, and Recreation

Afternoon storms have recently brought about dangerous lightning conditions. Lifeguards encourage swimmers to swim in front of a lifeguard tower and to seek shelter indoors when lightening is present.

Lifeguards have continued to post “Smoke Free Beach” informational flags at the bottom of the beach walkovers within the lifeguard protected swimming area. This is to remind people about the Smoke Free Beach City Ordinance. The goal is to reduce the number of cigarette butts tossed on the beach. Flags are removed at the end of each work day.

Building 

A new application for a Single-Family Residence was received for 1719 S Central Ave. The house is 9,372 square feet and will cost an estimated $4,700,000 to construct, which is the largest single-family residence in Flagler Beach to date.

City Clerk 

The S 19th Street walkover was scheduled to be completed on Thursday, July 20th. A final inspection for that location will be called in and once it is approved, the walkover will be opened for public use. The pilings at S 28th Street and Clubhouse Drive are scheduled to be completed next week.

City Manager

On Friday, July 14, 2023, the Commission unanimously agreed for the City Attorney to negotiate a contract with Dale Martin as the new City Manager. Mr. Martin’s contract will be presented to the Commission at the July 27th meeting for approval. A tentative starting date for Mr. Martin is July 31, 2023.

The Commission held their Budget Workshop on July 19, 2023 and agreed on a tentative millage rate for FY 23/24 of 5.45% which is the same millage rate that supports the FY 22/23 budget. The tentative millage rate and the public hearings will be set by the Commission at the July 27, 2023 regular meeting. The FY 23/24 budget will be considered for adoption at the Commission meetings scheduled in September.

Fire Department

The fire department incident report from July 13-20 included the following: Fire – 5, EMS – 13, Service Call – 5, MVA – 1, Haz Mat -1, Water Rescue – 0 for a total of 21 incidents.

Library

Applications are now being accepted at City Hall for a Part-Time Library Assistant.

Local Business Tax

One new Standard Tax Receipt and two new Home Occupational Licenses were issued.

Public Works

Grading was completed using a backhoe at S. 5th Street parking lot & N. 5th Street parking lot. Crews completed a valve riser repair at South 15th and Central Ave. In order to complete the repair, the payment needed to be cut. The payment was repaired with EZ Street.

The crew weeded around fire hydrants on South Central & Daytona Ave; replaced a stop sign at N. 7th Street & Central Ave.; brought in dirt, graded and trimmed the alleyway on S. 17th between Central and Daytona. Alleyway trimming for S. 20th -21st was also completed. Trench drain grates were completed on Palm Circle. The Vac Truck was used on N. Daytona from 14th Street through 17th Street to clean out the storm drains.

Wastewater

Wastewater treated 5,049,000 gallons of wastewater for a daily average of 721,286 gallons.

Water Department

The water department pumped 3,979,000 gallons of finished water for the week. The average for the week was 568,000 gallons per day, which is 4.2% greater than last year. They also lushed the North End of Town due to low chlorine residual and used 135,700 gallons.
