The City of Palm Coast is thrilled to announce the completion of the review of the first three chapters of the Imagine 2050 Comprehensive Plan update. This significant milestone represents a culmination of our residents’ aspirations and a collective vision for the future of Palm Coast. It is a vision shaped by extensive community feedback gathered during various public engagement meetings and events.

Intergovernmental Coordination Element: Collaborating for a Better Future

Our community underscores the significance of collaborating with Federal, Regional, State, and County partners, as highlighted in the Intergovernmental Element’s key Goals, Policies, and Objectives (GOPs). These GOPs focus on fostering collaboration with agencies on matters such as air and water quality, pollution control, and conservation. Additionally, the Element demonstrates our commitment to enhancing transportation infrastructure through intergovernmental agreements aimed at improving traffic circulation and alternative transportation options. This involves coordination with entities like FDOT, Flagler County Government, and the River to Sea Transportation Planning Organization (TPO). This Element emphasizes our dedication to enriching recreational opportunities through partnerships, including the development of bicycle paths and walking trails in collaboration with Flagler County, further promoting Palm Coast and Flagler County as top destinations for outdoor recreation.

Public School Facilities: Prioritizing Our Children’s Future

In response to community priorities, Palm Coast remains dedicated to collaborating closely with Flagler Schools to address future development impacts and ensure our children have available facilities. The GOPs of this Element underscores our unwavering commitment to meeting the holistic needs of our children. We emphasize our cooperation with the School District to uphold adequate public-school facilities and maintain Level of Service (LOS) standards. We are committed to implementing School Concurrency in line with State law and the Interlocal Agreement, ensuring efficient school capacity. Our efforts extend to ensuring proportional mitigation for the impact of new residential developments on educational facilities, including establishing mitigation measures during development approvals in collaboration with the School District.

Property Rights: Respecting Ownership and Development Standards

Understanding and safeguarding property rights is paramount in our growing community. The Land Development Code (LDC) of Palm Coast governs land use and development, ensuring compliance with regulations related to setbacks, landscaping, utility requirements, and more. Additionally, the State of Florida’s Bert Harris Private Property Rights Protection Act provides further protection to landowners against governmental actions that burden existing property uses.  This Element provides GOPs that emphasize the recognition and consideration of property owners’ constitutionally protected rights in local decision-making processes and ensures that development rights are safeguarded once vested and addresses changes to development regulations in a fair and transparent manner.

Palm Coast residents are invited to participate in the review of these comprehensive plan elements, which will be presented to the City Council on June 11, 2024, at 9 a.m. The workshop will be held in person at 160 Lake Avenue in Palm Coast and will be streamed live on the City’s YouTube channel.
