Flagler County Sheriff’s Office deputies made 22 arrests this past weekend between 6 p.m. on Friday, March 14, 2025, and 6 a.m. on Monday, March 17, 2025. Deputies handled 933 calls for service and made 181 traffic stops.

Palm Coast Man Arrested after Toddler Found Wandering Alone, Residence in Deplorable Conditions

On Sunday, deputies arrested Ross Judy, 44, of Palm Coast, after responding to multiple 911 calls concerning a 2-year-old child walking in the middle of the street in pajamas with a heavily soiled diaper. Prior to the incident, witnesses observed the child in the front yard of a nearby home. Alarmed, they took the child to the residence where they reported finding Judy passed out in his bed intoxicated.

During their investigation, deputies located dangerous tools and garbage in the interior and exterior of the home along with animal feces, filth, and an emaciated dog with an ear that was almost rotted off and fur missing from its body.

The residence was in deplorable living conditions with several alcoholic beverage containers, bugs swimming in toilet water, and a sink piled high with several inches of cigarette ash to the point the sink was no longer visible. Pill bottles were scattered throughout a spare room and on top of living room shelves along with exposed razors and hypodermic needles, which were all accessible to the child.

“No child should be living in deplorable conditions with an adult who obviously doesn’t care about their wellbeing,” said Sheriff Rick Staly. “The Flagler County Sheriff’s Office has no tolerance for anyone endangering children or animals. I am thankful to our residents who ‘saw something and said something’ so that our deputies could intervene.”

Deputies arrested Judy for Child Neglect without Great Bodily Harm and Abandon Animal to Die, Sick, Diseased, or Infirm. Judy was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held on a $4,000 bond.

The Florida Department of Children and Families and Palm Coast Animal Control are also investigating this incident.

Bunnell Man Arrested After Exposing Himself to Party at Hidden Trails Park

On Sunday, deputies were dispatched to Hidden Trails Park in response to a sex offense call. Witnesses observed Eric Sumner Jr., 34, of Bunnell, exposing himself to a party of adults and young children while showering. According to witnesses, Sumner was acting strangely and dancing under the outdoor water facility. While a concerned witness was on the phone with 911, Sumner then exposed himself to the party.

During the investigation, deputies located a black backpack inside Sumner’s vehicle that contained an electric grinder with residue that presumptively tested positive for marijuana.

“Drugs make you do stupid things,” said Sheriff Staly. “I want to commend the victims for speaking up about this incident so that our deputies could take swift action.  We will always take indecent acts like this seriously and promptly escort the offender to the Green Roof Inn where they belong.”

Deputies arrested Sumner for Vulgar Indecent Public Nudity and Possession of Drug Paraphernalia. He was transported to Sheriff Perry Hall Inmate Detention Facility, where he is being held on a $6,500 bond.

Two females who were with Sumner were also arrested. Haley Scott, 31, of Bunnell, was arrested for Violation of Felony Probation, Possession of Fentanyl and Possession of Drug Paraphernalia. She was transported to Sheriff Perry Hall Inmate Detention Facility, where she is being held without bond.

Michelle Eastman, 25, of Ormond Beach, was arrested for Violation of Felony Probation, Obstruction Without Violence, Possession of Cannabis (20 Grams or Less) and Possession of Drug Paraphernalia. She was transported to Sheriff Perry Hall Inmate Detention Facility, where she is being held without bond.
