Flagler County Sheriff’s Office deputies made 13 arrests this past weekend between 6 p.m. on Friday, April 11, 2025, and 6 a.m. on Monday, April 14, 2025. Deputies handled 633 calls for service and made 137 traffic stops.
Following Traffic Stop, Man Arrested for Having Meth and no Driver’s License
On Sunday afternoon, deputies patrolling along Palm Coast Parkway conducted a traffic stop on a motorcycle without a license plate. During the traffic stop, the driver, Randolph Hodges III, 32, of Palm Coast, provided deputies with a Florida ID card, but not a driver’s license. Deputies then arrested Hodges after determining he did not have a valid driver’s license.
While searching Hodges’ jacket following his arrest, deputies found three small bags containing a white crystal substance, which tested positive for methamphetamine, and a glass pipe with methamphetamine residue.
“If you’re going to drive through Flagler County, or anywhere for that matter, you need to have a license plate on your vehicle,” said Sheriff Rick Staly. “Additionally, you should be carrying a valid driver’s license and not meth.”
Deputies arrested Hodges for Operating a Motor Vehicle without a Valid License, Possession of Methamphetamine, and Possession of Drug Paraphernalia. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held on a $3,500 bond.

Palm Coast Man Arrested for Disorderly Intoxication, Narcotics Possession, then Burglary
On Sunday night, deputies responded to a 911 call about a drunk male causing a disturbance at Cue Note Billiards in Palm Coast. According to the caller, a male wearing a gray t-shirt, gray sweatpants, and a black backpack was kicking the door and throwing items on the patio outside the establishment. When described the male, deputies immediately recognized the suspect as possibly being Corey Ferrand, 23, of Palm Coast, whom they had just trespassed from Scruffy’s in Palm Coast less than an hour earlier.
When deputies arrived, they found Ferrand leaving on a bicycle and stopped him in the parking lot. Deputies arrested Ferrand after speaking with witnesses who stated that he had disturbed patrons at the establishment, harassed a bartender with sexual statements, and engaged in a physical altercation with another patron who was assisting employees as they tried to remove him.
While searching Ferrand following his arrest, deputies found multiple pills in his wallet. The pills were identified as alprazolam, a Schedule IV controlled substance commonly known by the brand name Xanax.
Deputies arrested Ferrand for Disorderly Intoxication and Possession of Alprazolam. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was initially being held on a $1,250 bond.
On Monday morning, while Ferrand was in jail, deputies responded to a burglary at The Honey Baked Ham Company in Palm Coast after landscapers working in the area noticed a broken window. The FCSO General Assignment and Crime Scene Investigation units responded to assist in the investigation.
Based on surveillance footage, deputies determined the burglary had occurred the night before and identified Ferrand as the suspect. The investigation revealed that he stole approximately $400 from the register and tip jar.
Detectives then traced Ferrand’s activity after the burglary, confirming that he went to both Scruffy’s and Cue Note Billiards, where he was seen wearing the same clothing that he wore during the burglary.
Deputies contacted detention deputies at the Sheriff Perry Hall Inmate Detention Facility, where Ferrand had just posted bond but was still in the process of being released. Before he was able to leave, deputies responded to the jail and arrested Ferrand for Burglary, Petit Theft, and Criminal Mischief.
“This was a unique case. First, our deputies had already trespassed this guy from a bar because he was becoming unruly. But instead of taking a hint and going home, he made the unwise decision to go somewhere else and become an even bigger problem, and he ended up in the Green Roof Inn with a felony drug charge,” Sheriff Staly said. “Then, things took another turn when deputies and detectives determined that he had burglarized a restaurant before everything else happened. Now he’s facing multiple felonies! I commend our deputies, detectives, CSI team, and detention deputies for all working together to ensure he stayed in the Green Roof Inn.”

Ferrand is now being held at the Sheriff Perry Hall Inmate Detention Facility on a $30,000 bond.
