Robert W. Orr was re-arrested on Wednesday night (December 14, 2022) by Flagler County Sheriffs Office’s Major Case Unit on nine extra lawful offense allegations. Orr was accused of five extra counts of video voyeurism, as well as four extra counts of unlawful utilization of a two-way specialized gadget. Since then, he has paid $45,000 in bail and been released from the Sheriff Perry Hall Inmate Detention Facility.

As far back as 2018, FCSO has identified at least four total victims. The Major Case Unit was able to gain access to encrypted files on Orr’s laptop with the assistance of the FCSO’s Digital Forensics Unit and the St. John’s County Sheriff’s Office, which led to the most recent charges.

The condominium’s hidden video cameras were secretly filming all of the victims without their knowledge. Twelve counts of video voyeurism and six counts of unlawful use of a two-way communications device now stand against Orr. His bail has been set at $90,000 in total.

“We knew when we arrested this pervert this was likely not his first time,” said Sheriff Rick Staly. “Our Major Case Unit has combed through his seized technology and worked hard to bring justice to the victims in this case. I encourage anyone else that thinks they may have been a victim to contact us.”
