The Palm Coast City Council adopted a 5-year Strategic Action Plan on June 18, 2024, designed to align with the City’s long-term vision, mission, and values. This strategic action plan was developed through a thorough process involving an array of research methods and community participation, ensuring that the priorities of the fiscal year continue to align with the City Council’s vision.

On an annual basis, City staff coordinates an evaluation of the Strategic Action Plan. This includes one-on-one interview sessions with each Council Member to discuss existing priorities and the City’s long-term vision. This year’s plan was formed through a multi-stage process that incorporated quantitative and qualitative research tools, organizational and community research, interviews with the city’s leadership team, an electronic survey of all city employees, and a review of the 2024 Palm Coast Community Survey.

The City Council confirmed key objectives and tasked staff with developing summary implementation plans for each objective. This collaborative effort was led by consultants Dr. Levey and Dr. Saviak. The key objectives identified include:

  1. Identify savings and conduct a revenue and impact analysis to fund a property tax rollback for the coming fiscal year
  2. Conduct a solar evaluation of city assets to identify opportunities to utilize this energy source and achieve cost savings
  3. Design and implement a citywide plan for road repair and road safety
  4. Design and implement a citywide plan for better stormwater maintenance and performance, including a specific focus on swales
  5. Continue the saltwater canal dredging initiative
  6. Optimize citizen information from and engagement with city government and consistently ensure an excellent customer service response
  7. Design and produce a Technology improvement plan focused on technology for city government
  8. Enhance current economic development efforts to result in better paying jobs and attracting major employers such as healthcare, manufacturers, and industry
  9. Enhance transit options and citizen awareness of these services in partnership with the community
  10. Enhance housing options for the workforce and senior citizens by conducting an assessment of current housing stock and considering available public policy options to increase supply
  11. Identify diverse, dedicated funding sources for arts/cultural/historical activities and facilities
  12. Implement the Parks Master Plan
  13. Prioritize Palm Coast infrastructure to address current needs and anticipate future growth

The adoption of this Strategic Action Plan signifies the City Council’s commitment to building on prior successes, ensuring strong organizational performance, leading positive and measurable change, and optimizing results for citizens.
