Toddler Found Unsupervised While Playing in Child’s Pool, Traffic Stop Leads to Drug Arrest, Wanted Fugitive Turns Himself In
Flagler County Sheriff’s Office deputies made 15 arrests this past weekend between 6 p.m. on Friday, July 26, 2024, and 6 a.m. on Monday, July 29, 2024. They handled 507 calls for service and made 136 traffic stops.
After Toddler Found Unsupervised in Child’s Pool, “See Something, Say Something” Leads to Arrest
Deputies responded to a residence on Cheryl Elaine Drive in Bunnell on Sunday, July 28, shortly after 6:30 p.m., after a neighbor found a 3-year-old child playing in a small toddler pool alone at that address. The neighbor contacted Flagler County Sheriff’s Communications to report her concerns about the unsupervised child after attempting to contact the child’s mother at the residence after 20 minutes of knocking on the front door and getting no response. The neighbor had decided to remove the child from the pool, which had 1 foot of water, and kept the child occupied with toys at her house.
After deputies arrived on the scene, the mother, Kassidy Nicole Wren, 25, exited the residence in a state as if she had just woken up. Deputies did not observe any signs that she was under the influence of drugs or alcohol. However, further investigation noted several other hazards on the property the child had been exposed to while unsupervised. Wren was arrested for Child Neglect and was transported to the Sheriff Perry Hall Inmate Detention Facility and held under no bond.
The Florida Department of Children and Families was notified, and the child was turned over to a family member who responded to the scene.

“This could have turned into a tragic situation,” said Sheriff Rick Staly. “Thankfully, a concerned neighbor remembered ‘see something, say something’ and decided to act, potentially saving a young life. Parents need to remember to drain their children’s play pool, especially if they have young children, and secure their doors to prevent a tragedy. Children are often attracted to water when left unsupervised.”
Traffic Stop on I-95 Leads to Arrest of Jacksonville Man for Possession of Marijuana with Intent to Distribute
On Sunday, July 28, shortly before 11:30 a.m., Deputy Harrison stopped a black Ford Mustang on I-95 for careless driving and speeding. The driver was identified as Amos Orion Chapman, 39, of Jacksonville.
Smelling a very strong odor of burned Marijuana coming from the vehicle, a search was conducted, which led to the discovery of Marijuana, along with a Crown Royal bag containing numerous small plastic baggies, commonly used in the distribution and sale of narcotics.
In the rear seat of the vehicle was a backpack containing Heroin (stamped to look like Morphine), additional Marijuana, and Amphetamine/Dextroamphetamine, individually packaged for sale. Approximately 78 grams of Marijuana were found in several individually wrapped baggies, in addition to four small glass containers with hashish oil inside, a grinder with Marijuana residue, and CBD gummy candies. Amos also had a large amount of currency in $50 and $100 increments, totaling $1600 cash.
Amos was arrested for Marijuana Possession with Intent to Sell/Manufacture/Deliver, Possession of Marijuana over 20g, Hashish Possession, and Heroin Possession.

Wanted Fugitive Arrested After Turning Himself into Sheriff Perry Hall Inmate Detention Facility
Jebea Johnson, the armed fugitive who was wanted after assaulting a clerk at a Palm Coast gas station in June, turned himself into the Sheriff Perry Hall Inmate Detention Facility on Saturday, July 27. He is being held on no bond.
On June 21, Johnson had entered the Shell gas station on Old Kings Road in Palm Coast brandished a firearm, and pistol-whipped the clerk several times, causing significant injuries. Johnson then demanded the clerk pre-charge the gas pump for $30 of fuel. After the clerk initially refused, the suspect threatened to kill him.
Johnson, 21, was arrested on active felony warrants for:
- Burglary of dwelling with an assault or battery
- Burglary of dwelling/structure while armed
- Aggravated assault with a deadly weapon
- Aggravated battery with a deadly weapon
- Possession of a firearm by a convicted in-state felon
- Attempted robbery with a firearm
- A felony violation of probation

“I guess he got tired of looking over his shoulder wondering when our PACE Unit or the U.S. Marshals were going to get him,” said Sheriff Staly. “This was an armed and dangerous fugitive who is finally off our streets and in the Green Roof Inn where he belongs.”
Johnson was released from prison on April 8, 2024, from the Department of Corrections after serving 2 years, and 4 months for Domestic Violence; Aggravated Assault – deadly weapon without intent to kill; Tampering with Evidence; Weapon – an improper exhibit of a firearm; and Possession of Weapon by a delinquent adult felon.
