Flagler County Sheriff’s Office deputies made 14 arrests this past weekend between 6 p.m. on Friday, November 1, 2024, and 6 a.m. on Monday, November 4, 2024. Deputies handled 727 calls for service and made 199 traffic stops.
Traffic Stop Leads to DUI, Narcotics Arrest
On November 1, Flagler County Sheriff’s Office Deputy Sheriff Mark Rexford conducted a traffic stop for speeding on State Road 100 near John Campbell Road.
As Deputy Rexford spoke with the driver, Phillip Chandler, 28, of Flagler Beach, he smelled alcohol coming from the vehicle, and Chandler was showing signs of impairment. He was asked to step out of the vehicle and failed a Standard Field Sobriety Exercise, and he was arrested.
During a search of the vehicle, several containers with a white rocklike substance were found that tested positive for methamphetamine, as well as a container with a substance that tested positive for THC.
Chandler was arrested for DUI, Possession of Methamphetamine, Possession of Hashish, and Possession of Drug paraphernalia and was transported to the Sheriff Perry Hall Inmate Detention Facility, where his BAC level was tested at 0.09, above the legal limit in Florida. Chandler later posted a bond and was released.

“Narcotics and driving impaired have no place in Flagler County,” said Sheriff Rick Staly. “I’m thankful for Deputy Rexford being in the right place at the right time to catch this guy speeding, carrying his poison, and driving impaired before he could hurt someone.”
Serial Shoplifter Arrested Again
On November 2, the Flagler County Sheriff’s Office responded to a call from Target on State Road 100 in Palm Coast about a shoplifting incident.
When deputies arrived, an employee stated he witnessed Joanie Crews, 58, of Palm Coast, enter the store and place several items in a bag and then observed her go to the self-checkout area, pay for a few items, and walk towards the door without paying for the other items. Employees stopped Crews and escorted her to the Asset Protection Office.
A total of 21 items were found in the bag, with a value of $187. The employee also stated Crews was observed stealing from the store in late August and early September. Crews admitted to deputies of the thefts.
Crews were arrested for Petit Theft – More than $100 but Less than $750. She was transported to the Sheriff Perry Hall Inmate Detention Facility for processing and later released on bond.
Crews have previous retail theft arrests in 2008, 2012, 2013, and 2015.
