City Council Business Meeting on Tuesday, October 17 at 9 a.m.

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

Minutes

The following minutes of the City Council will be presented for approval:

1. October 3, 2023, Business Meeting Minutes, October 10, 2023, Workshop Meeting Minutes, and October 10, 2023, Special Workshop Meeting Minutes.

Proclamations

The following proclamations will be presented:

2. City Council will present a proclamation to declare the month of October 2023, as Disability Employment Awareness Month.

1. City Council will present a proclamation to declare the month of October 2023, as Adopt a Dog Month.
2. City Council will present a proclamation to declare the week of October 15, 2023, as Celebrate Babies Week.
3. City Council will present a proclamation to declare the week of October 27, 2023, as Mobility Week.
4. City Council will present a proclamation to declare October 27, 2023, as Temple Beth Shalom Fiftieth Anniversary Celebration Day.
5. City Council will present a proclamation to declare October 28, 2023, as Founders Day.

Presentations

The following presentations will be provided:

1. The Parks & Recreation Department and consultant BerryDunn will provide a presentation on the Parks & Recreation Master Plan Draft Report. This presentation serves as the comprehensive summary of the entire development process of the Parks & Recreation Master Plan and will highlight the action plan that identifies short-term, mid-term, and long-term priorities.

Ordinances First Read

The following ordinances will be presented:

1. The Community Development Department will present an ordinance for a Comprehensive Plan Amendment from County Designation of Residential Low Density and Commercial-Low Intensity to City Designation of Residential and Mixed-Use with Site Specific Policy to limit development on 62.3+/- acres located 2.5 miles south of State Road 100 on the eastside of Old Kings Road.
2. The Community Development Department will present an ordinance for Old Kings Village Rezoning, application no. 5506. This is a quasi-judicial matter and City Council is requested to disclose any ex parte communications. The applicant is proposing to rezone 62.31 +/- acres from Planned Unit Development (PUD) with 60.12 +/- acres going to Single-Family Residential-1 (SFR-1) and 2.19 +/- acres to General Commercial (COM-2).

Resolutions

The following resolutions will be presented together for consent:

1. City Administration will present a resolution approving a Master Services Agreement with Florida Small Business Development Center at the University of Florida for Small Business Consulting Services. The UCF SBDC offers a comprehensive suite of services aimed at nurturing small businesses, helping them thrive, and contributing to the economic development of the region. This Master Services Agreement will provide these services free of charge to Palm Coast businesses.

Consent

The following resolutions will be presented together for consent:

1. Resolution approving a Master Price Agreement with Alfa Laval, Inc. for the purchase of six coplastic stop gates to replace existing metal stop gates at Wastewater Treatment Plant 1.
2. Resolution approving piggybacking the Atlantic Pipe Services, LLC, contract with the City of South Daytona, Florida for sewer main rehabilitation as needed.
3. Resolution approving piggybacking the Atlantic Pipe Services, LLC, contract with Volusia County, Florida for manhole rehabilitation as needed.
4. Resolution approving a Master Price Agreement with Promotional Designs, Inc., for Citywide custom logo apparel.
5. Resolution exception to Community Development Block Grant (CDBG) cost feasibility limit.
6. Resolution approving a contract with MIE, Inc., for City Hall interior modifications.
7. Resolution approving the Cultural Art Grants for Fiscal Year 2023-2024.
8. Resolution approving an Amendment and partial Release of restrictive covenants.
9. Resolution approving the Parks & Recreation Fee Structure.

 

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

 

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
